OFFSHORE WIND ENERGY AND ARTISAN FISHING: Perspectives on
municipalities in the semi-arid region of Rio Grande do Norte
Offshore wind power; Public Policy; Socio-environmental impacts; Artisanal fishing.
In recent decades we have seen a significant increase in renewable energies around the world.
The wind source has stood out for its rapid expansion and generation capacity, however, there
are many socio-environmental impacts resulting from its production model. With onshore
wind generation already established in the country, Brazil is preparing to receive offshore
wind projects, this time developed at sea, a fact that raises concerns about possible socio-
environmental risks arising from this production model. Artisanal fishing emerges as one of
the main activities that should be impacted by offshore wind development. In Rio Grande do
Norte there are already conflicts that precede these productions. Thus, the main objective of
this dissertation is to investigate how artisanal fishermen in RN perceive the potential risks of
offshore wind production in the development of their activities. To do so, a qualitative
approach will be adopted, considering the perceptions of fishermen and analyzing the socio-
environmental dynamics related to offshore wind energy and the artisanal fishing sector in
the state. The expansion of discussions involving the risks inherent to renewable energy
production and its socio-environmental impacts that go against the grain of the sustainable
discourse that dominates renewable energy production is expected.
