SUMMARY:

In recent decades, we have observed a significant increase in the use of renewable energies around the world, reflecting a global trend towards diversification of the energy matrix. This shift is driven by the negative impacts caused by fossil fuel-based energy sources on our planet's climate. Among renewable energies, wind power has stood out for its rapid expansion and generation capacity. However, despite revealing itself as renewable energy, several studies show that wind production is capable of generating negative socio-environmental impacts which, concomitantly, do not see the necessary attention for their mitigation. Despite this, interest in the offshore wind model is growing, this time developed at sea. However, it is important to emphasize that the installation of offshore wind farms negatively affect the marine biota, as well as economic and subsistence activities, such as artisanal fishing. In Brazil, although we still do not have offshore wind projects in operation, the bureaucratic procedures for their implementation are advanced. According to data from IBAMA, there are 74 offshore wind energy production projects awaiting licensing for construction and operation in the country, most of them located in the northeast region. Of these projects, 10 are located on the coast of Rio Grande do Norte, which is getting ready to receive these developments. However, even if these productions are not yet in operation in Rio Grande do Norte, it is already possible to identify conflicts through the resistance of some fishing communities, researchers and socio-environmental activists, where the wind farms will be built. Artisanal fishing plays a crucial role in the state's economy, in addition to having cultural, generational and financial importance for the traditional fishing communities that have been operating in this region for many years. Given this context, the objective of this dissertation is to understand the perception of artisanal fishermen belonging to fishing colonies Z 01, Z 30 and Z 32 about the potential impacts, positive and negative, that the generation of offshore wind energy may cause in the development of your activities. To do so, a qualitative approach will be adopted, considering the perceptions of fishermen and analyzing the socio-environmental dynamics related to offshore wind energy and the artisanal fishing sector in the state.
