SUMMARY:

Population growth in urban areas, coupled with a lifestyle based on unbridled consumption, has caused an increase in the generation of urban solid waste, which needs to be managed properly to reduce the negative impacts on nature and human health. Thus, instruments have been created to lead the public administrations to a model of adequate management of the solid urban waste generated. The management of solid waste in Brazil is based on the National Policy on Solid Waste (PNRS), established by Federal Law No. 12.305/2010, which has objectives, instruments and guidelines relating to the integrated and shared management, as well as the management of solid waste. Inter-municipal cooperation, in turn, is governed by Federal Law 11.107/05, which provides general rules for the Union, the States, the Federal District, and the Municipalities to contract public consortia to achieve objectives of common interest. Despite the growing efforts of the state of Paraíba, in the geo-administrative region of Princesa Isabel, located in the mesoregion of the sertão, the existence of public consortiums for waste management was not identified. Given this problem, this work dialogues with the discussions directed at cooperation between federated entities, especially for the GIRSU as established by the PNRS. The research focuses on the debate about the challenges of inter-municipal cooperation through public consortiums. Thus, we have the following question: what are the barriers to the creation and operation of a public consortium for Integrated Management of Solid Waste (IWWM) between the municipalities that include the regionalization proposal presented in the State Plan for Solid Waste of Paraíba, for the region of Princesa Isabel? It aims to understand the scenario of solid urban waste management and the barriers in intermunicipal cooperation in the cut that covers the regionalization for Princesa Isabel, proposed by the State Plan of Solid Waste of Paraíba. The present work is characterized as a qualitative study, conducted from a case study that will present an exploratory-descriptive approach. In terms of technical procedures for data collection, bibliographical and documental research will be used for secondary data, with semi-structured interviews being applied with selected actors. As partial results, this document presents a theoretical reference with the discussion of concepts about solid waste management in light of the PNRS, federalism, cooperation, and consortia. Besides the structure of the project, two chapters that compose the dissertation are presented: chapter 2, with a discussion of the state of the art on the obstacles to the creation and operation of public consortiums in Brazil, and chapter 3, which discusses a general panorama of public consortiums in Brazil.
