THE STATE CAPACITIES OF THE GOVERNMENT OF THE STATE OF RIO GREAT NORTH IN THE CONTEXT OF THE COVID-19 PANDEMIC: A Look on social policies

The Covid-19 pandemic, caused by the SARS-CoV-2 virus, is considered by the World Health Organization (WHO) as “the greatest global health crisis of our time”. In Brazil, one of the countries with the highest percentage of cases and deaths confirmed as a result of the disease, the scenario draws attention due to the unfolding of a series of inter-federal conflicts, caused by the removal of the Union from its role as a coordinating entity, generating an overload on the states and municipalities. Thus, this dissertation constitutes itself as a case study that encompasses a qualitative and quantitative research method, and aims to understand how the State Government of Rio Grande do Norte acted in the process of managing social policies during the Covid-19 pandemic. To achieve the proposed objective, secondary data from the IBGE Municipal Basic Information Survey will be used, as well as primary data from the application of interviews with the managers of the departments studied. It is expected, therefore, to understand what conditions the Government had in that period to carry out its actions.
