GOVERNMENT PLANNING AND SOCIAL PARTICIPATION: a experience of the process of elaboration of the Participatory Multiannual Plan of the municipality of Natal/RN (2022-2025)

In the Brazilian scenario, the Pluriannual Plan is the main medium-term government planning mechanism, in which priority actions and policies are defined for a four-year period. Thus, it is recommended that it be built from debates and negotiations between the various social and political actors. In Natal, capital of the state of Rio Grande do Norte, the elaboration process of the Pluriannual Plan (2022-2025) took place during the Covid-19 pandemic, generating uncertainties about the effectiveness of social participation in municipal planning. In view of this, the objective is to understand how social participation took place in the process of elaborating the Participatory Pluriannual Plan of the municipality of Natal, for the period from 2022 to 2025, in the context of the Covid-19 pandemic. Methodologically, the dissertation is based on the analytical model presented by De Toni (2017) to examine the necessary conditions for the effectiveness of the participatory planning process. Therefore, it opted for a case study with a qualitative approach, which will be carried out in three stages: (I) bibliographical research on the concepts of social participation and participatory planning; (II) documentary research in reports, normative aspects and official documents – minutes and reports; and (III) empirical research, through the application of semi-structured interviews with social and political actors who participated in the process.
