SUMMARY:

The starting point of this thesis is the hypothesis that drought risk management
operates unevenly in the semi-arid territory, therefore, in a context of climate
change and increased threats that already exist, vulnerabilities and climate

injustices are being maintained. and they can be expanded if there is no
structural change in the current model of response to the problem. Therefore,
the objective of this thesis is to analyze the configuration of drought risk
management in the Piancó-Piranhas-Açu River Basin, understanding, in the
context of climate change, its relationship with the maintenance or worsening of
conditions of vulnerability and situations of injustice weather. The research
presents a combined quantitative and qualitative methodological approach,
using the techniques of bibliographic research, documentary research,
observation, electronic questionnaires and focus groups, as data collection
procedures. Based on descriptive and content analyses, the following results
are expected: a characterization of the drought risk management structure in
the basin and an understanding of how climate change risks are being
understood and incorporated; the application of a drought vulnerability index in
the basin; a participatory analysis of vulnerability and climate adaptation in the
basin committee and in selected municipalities in the basin; identification of
possible situations of climate injustice experienced by vulnerable groups in
selected municipalities, especially during periods of drought; and understanding
the structural configurations that limit water security and climate adaptation
capacity in the BRPPA territory, as well as presenting possibilities for climate
adaptation.
