Concerns and discussions about alternatives for the proper management of solid waste have deepened in recent years. With a strong impact resulting from changes in social dynamics, a strong increase in the pace of solid waste generation has been observed, mainly due to the dissemination and constant encouragement of unbridled consumption. At a more apathetic pace, the national regulatory framework for waste management has extended deadlines every year and smoothed out setbacks for correct management by federal entities. With peculiar characteristics, the Northeastern Semiarid Region lacks public policies to equitably overcome/coexist with the adversities faced, especially with regard to the effectiveness of the National Solid Waste Policy in the municipalities. In view of this, the present work aims to analyze the management of solid waste in municipalities in the semi-arid region of the Northeast, based on the diagnosis of municipal management, the parameterization of the final disposal model, as well as verifying and qualifying the incidence of environmental impacts resulting from the model. management and its consequences. To do so, nine municipalities in the northeastern states that are part of the Brazilian Semi-Arid region will be investigated. Based on the proposed objective, the study will follow the positivist classification method, of a qualitative and quantitative multimethodological nature, using a wide variety of procedures and instruments, such as: systematic review, survey, mapping, environmental impact assessment (EIA) and, finally, the elaboration of proposals for the planning and management of solid waste at the municipal level, seeking to contribute to the effectiveness of the PNRS, in order to promote healthier development, in a socially fair, environmentally sustainable, sanitary and correct perspective. economically solidary.
