SUMMARY:

This Doctoral thesis starts from the problem that the production of renewable energies is not aligned with a governmental agenda of adaptability and mitigation to strategic climate change for climate governance, even in the context of states that produce new sources of renewable energies in Brazil. As a general objective, this Doctoral research seeks to investigate how the states of Bahia (BA), Ceará (CE) and Rio Grande do Norte (RN) base their climate governance on an agenda of adaptive capacity to climate change that incorporates renewable energies as strategic. Therefore, the methodology of this thesis is anchored in a qualitative approach, analyzing the climate adaptive capacity that incorporates renewable energies as a strategy for climate governance. In order to carry out this analysis, case studies are developed in BA, CE and RN, states in the Northeast region of Brazil, using documentary and field research, with the application of a script of semi-structured interviews to government, private sector and civil society actors who are involved in climate and energy issues in the investigated states. Data analysis is performed using the content analysis technique. The results of this research unfold into three main findings, namely: i. the territories and populations of the analyzed states are permeated by climatic threats, such as extreme rain and drought events, making states very susceptible and vulnerable to the socio-environmental risks and impacts of climate change; ii. state public politics on climate change and renewable energies present a series of gaps and obstacles with regard to the interfaces between them, with the need, in this perspective, to strengthen these public politics, so that it is possible to build and implement a capacity to respond to climate change on the part of these states, incorporating renewable energies as a strategy for climate governance; and iii. the investigated states do not have a capacity to adapt to climate change, nor do they consider incorporating renewable energies as a strategic goal for building and implementing this climate adaptive capacity. In terms of conclusions, it is considered that building a capacity to adapt to climate change within the scope of BA, CE and RN is a large and complex challenge to be faced by their local governments, including the participation of other actors such as the private sector and civil society, largely due to a lack of cooperation and sharing of initiatives regarding climate issues on the part of state and non-state actors. In this sense, it is pointed out that, in these states, there is a greater participation of actors from the private sector and, in particular, the government in decision-making processes related to public climate politics, in which their interests are respected and, on the other hand, the demands of society (organized or not) are marginalized. It should also be noted, in the meantime, that renewable energies are not seen by the government and business sectors of the states analyzed as a strategy to face local climate change, due to the little association and interface that occurs between the issues, which is corroborated, including in the scientific literature.
