SUMMARY:

This dissertation has the general objective of understanding the formation of the agenda and the disputes involving the implementation of racial quotas in graduate courses at the Federal University of Rio Grande do Norte based on the theoretical model of multiple streams by Kingdon (2014). Affirmative actions for the black population have been the subject of numerous academic investigations, however, there are still gaps with regard to in-depth analyzes that reveal the complex interactions between actors, institutions and openings of “policy window” that explain the final result. Thus, this research contributes to the field of public policy analysis and has the following specific objectives: 1) to apply the multiple-stream model to verify its explanatory capacity for the chosen empirical case; 2) to analyze the role of black activists as political actors in the formation of the agenda of racial quotas in graduate programs at UFRN and their relationship with university management and other relevant actors or institutions; 3) to analyze the impacts of the action of policy entrepreneurs in the different institutional decision-making spaces, identifying the performance of key actors in each of the three streams of the analytical model. As methodological paths, will be carried out 1) literature review on agenda formation and on the adoption of quotas in postgraduate courses in Brazil; 2) mapping and semi-structured interviews with policy entrepreneurs, in order to identify their respective views on the problem of underrepresentation of blacks in graduate courses at UFRN and how they acted to influence the agenda; 3) survey UFRN graduate programs that adhered to affirmative actions for the admission of black students based on public notices and resolutions, and carry out a semi-structured interview with their representatives in order to understand what the values and visions of the same as ethnic-racial inequality.
