IN THE “LIMBO” OF STRATEGIES: the challenge of municipalities not attended by the state housing agenda in RN

The research analyzes the execution of housing policy of social interest in the municipalities that are not attended by the metropolitan agenda, nor by the agenda of current state housing policy in Rio Grande do Norte (RN). These municipalities are in a “limbo” of housing policy and not all of them have the institutional and operational capacity to develop their actions. The empirical selection is based on the differentiation they present in relation to the prioritization of the housing agenda and on the territorial impact of housing policies in these spaces in relation to large cities, metropolises and small towns. The reaserch mains to analyze the implementation of the housing policy of social interest in the municipalities of RN inserted outside of housing strategies (Mossoró, Caicó, Assú, Santa Cruz and Macau), with two temporal cuts, the performance of COHAB/RN (1964 to 1986) and the performance of CEHAB (from 2007), considering the structural conditions of management and planning of housing policy and the impact of public production of social housing (considering both periods) in the intra-urban territory of these municipalities. The operationalization of PMCMV agenda only in Mossoró and Assú indicates that municipal administrations have found it difficult to act on the housing issue. The research poses the following question: How are non-metropolitan municipalities not served by CEHAB formulating their housing agendas to face the housing needs present in their territories? The initial hypothesis is that the lack of political-institutional and administrative capacities to articulate the housing agenda has hampered the management, planning and execution of housing policy by municipal administrations. The methodological arrangement of this dissertation is configured according to two structuring axes: management and territory. The procedures adopted to contemplate these two axes and the established objective involve a systematic survey of data in several sources of documental archives; semi-structured interviews with technicians and the CEHAB manager, mayors, secretaries and technicians responsible for the housing policy of the five municipalities; and field research with photographic records and mapping of land use and occupation in the properties of the BNH housing projects (in the five municipalities) and the PMCMV projects (Mossoró and Assú). The analyzes and systematization will be based on cartographic production by the georeferenced information system and quali-quant analysis using the MaxQDA qualitative analysis software.
