SUMMARY:

Historically, urban planning has gone through different comprehensions that have changed the way of understanding and planning cities. Currently, the smart paradigm stands out in the Brazilian public agenda, which is materialized in urban projects such as the human smart city. Attached to the matter of urban and technological innovation, the paradigm promises to be an instrument for modernization, inclusive and sustainable growth, making better quality of life through the intense use of smart infrastructure in order to improve the city's services by optimizing its resources. In this regard, identifying public initiatives in urban and technological innovation, within the scope of investments in smart and human cities, this thesis aims to analyze the territorial scope of technological infrastructures implemented by the government, their uses and the practical effects of the smart city proposal and impact on the socioeconomic development of cities and on the process of social inclusion promised by the introduction of the human component to the paradigm. Therefore, a case study is carried out in Natal/RN, considering three categories of analysis about Natal Cidade Inteligente e Humana – NCIH, namely: a) construction of the public agenda in the intelligent proposal; b) the innovation/territory relationship discussed in the light of the geography of innovation and enlightened territories at NCIH and; c) local socioeconomic development viewed from the learning economy. The case study, in a qualitative methodological approach, has as empirical elements the socioeconomic profile of the innovation territory in the city; the municipal PPAs 2018-2021/2022-2025 (projects/activities related to planning in science, innovation and technology) and; the creation of the municipal technological park (Parque Tecnológico Metrópole Digital), accessed from documentary and bibliographic research, semi-structured interviews and surveys carried out with those involved with the intelligent and human agenda. Problematizing urban planning dependent on the intense use of infrastructures linked to artificial intelligence - AI (smartphone, tablet, notebook, computer, internet access, etc.) and human can be another advantage offered by the government to market operators, in a connection that does not include the most vulnerable population, not reaching the inclusion promised by the aforementioned paradigm.
