SUMMARY:

Metropolises maybe observed from different scenarios and, among them, urban mobility. The discussion of this theme in studies on metropolises has gained space, due to the extensive urbanization that resulted in the sprawl of cities, in addition to the metropolization process which puts mobility in focus when it comes to the access to the city.

Starting from the understanding of mobility as a need to move people, goods and services due to their activities, it is possible to observe the relationship between urban mobility and the territory of the metropolitan region, seeking to identify the effective dimension of the territory that demands for mobility.

In this aspect, we seek to understand the relationship between mobility and the territory of the Metropolitan Region, starting from the understanding of the scale of urban mobility within the metropolitan territory, moving on to the identification of factors, which, due to the scale, interfere in the implementation of mobility policies, making them deficient from a practical point of view.

This paper will analyze the aspects of mobility in the Metropolitan Region of Natal, currently composed of 15 municipalities. Methodologically, it begins with the analysis of the Functional Metropolitan Region of Natal, considering the highest level of interaction between the municipalities of Natal, Parnamirim, São Gonçalo and Extremoz, starting with a bibliographic review, documentary research and interviews.

The paper will be organized in three chapters, the first being (i) From local to regional: urban mobility and the redefinition of scales in the Metropolitan Region, where a diagnosis of urban mobility in the regional aspect will be presented, considering how scalar policy occurs urban mobility, in the light of current policy; the second (ii) The expression of mobility policies for the interurban scale, which will discuss why current policies do not produce an effect for mobility on the regional scale and; the third that will bring the original contribution of this work presenting what would be the metropolis when considering the scale of urban mobility
