Collaboration regime as a strategy to contend education inequalities: forms of collaboration between the State of Rio Grande do Norte and its municipalities

The study starts from the federative configuration after the Federal Constitution of 1988, understanding the regime of collaboration as an instrument of vertical and horizontal collaboration to balance regional educational differences. Considering the autonomy of federative entities, some states and municipalities have sought ways of collaboration to enhance and optimize good educational results, as well as promote equity. In this perspective, the main objective of this research is to map the existing collaborative measures between the state of Rio Grande do Norte and its municipalities as a strategy for the promotion of educational policies in the face of inequalities. What effective forms of collaboration exist between the state of RN and the municipalities? How does the concept of federalism established in the 1988 Constitution materialize in the relations between the state of Rio Grande do Norte and its municipalities, specifically in education policy? To answer the questions raised, a bibliographic survey of studies on Brazilian federalism and the regime of collaboration in education was carried out, in addition to interviews with technicians and coordinators of the State Department of Education and technicians of the União dos Dirigentes Municipais de Educação do RN (UNDIME- RN).
