STATE CAPACITIES IN THE POLICY ON SOLID WASTE: AN ANALISYSIS FROM THE MOMENT OF ARRIVED THE GOVERNADOR ALUZIO ALVES INTERNATIONAL AIRPORT IN THE CITY OF SÃO GONÇALO DO AMARANTE

The political, administrative and financial autonomy introduced by the Federal Constitution of 1988 granted more responsibilities to the municipal government. Thus the counties have been become an important protagonist in the implementation of public policies by being in closer contact with citizens. However, what is perceived is that this autonomy did not bring together the necessary state capacities for the municipal government to be able to effectively fulfill their role. Considering the municipal government as an important object of analysis, the work will examine the state capacities in the Policy on Solid Waste in the city of São Gonçalo do Amarante, considering that the recent incoming of the Governador Aluízio Alves International Airport has further amplified the challenges of city in terms of the applicability of public policies, especially in urban and environmental areas, taking into account the increase in the number of people who moved through the city's territory after the arrival of the equipment. Methodologically, the research presents a qualitative approach, making use of the following collection techniques: bibliographic research, documental research, application of a questionnaire and application of semi-structured interviews. The aim is to answer whether the arrival of large equipment is capable of reflecting on the state capacities of a municipality in the implementation of its policies.
