SUMMARY:

The acess to housing is one of the main urban social obstacles in Brazil and housing programs are presented as one of the solutions to these issues. Each program brings its complexity, because it involves a web of interests and agents, goals and structures that shape its identity. Therefore, governments create and conduct their housing programs based on home ownership political ideology, spreading its actions and so reaffirming its brand. After 11 years of existence, the Minha Casa Minha Vida Program – PMCMV was replaced by the Casa Verde e Amarela Program – PCVA, implemented in 2020, redirecting the housing paths. In this way, this research aims to analyze the two National Housing Programs, in order to build an analysis that allows us to understand how the Casa Verde e Amarela Program changes the actors and institutions organizational dynamics involved in the Minha Casa Minha Vida Program. It seeks to assess the inherent processes in the transition of this programs and what are their implications. What brings PCVA? Does a new gestational and structural form appear in relation to the old PMCMV? Furthermore, this study proposes an analysis of the PMCMV rupture consequences and how it affects the housing scenario. This study has the municipality of Natal in the State of Rio Grande do Norte as a territorial cutout and concentrates its analyzes predominantly on the low-income population, previously zone1, currently known as group 1. This dissertation proposes an analysis of its object of study based on the policy design perspective, presenting a macro evaluation of public policy, without focusing purely on stages, but rather on its structure and dynamics among actors, institutions, instruments, logics and fundamentals. A mixed methodology will be used, adopting a research inherent to the theoretical-conceptual field of social housing, documental research procedure, sites, government platforms and legislation as an instrument for collecting secondary data. Semi-structured interviews will be realized with the actors that make up the two programs. All qualitative and quantitative data will be analyzed and organized through the MAXQDA Program.
