INTERFACES BETWEEN CLIMATE ADAPTATION AND RENEWABLE ENERGIES IN THE CONTEXT OF DECARBONIZATION IN THE SOUTH GLOBAL: THE CASES OF WIND ENERGY IN RIO GRANDE DO NORTE (BRAZIL) AND THE LITHIUM MINING IN SALTA (ARGENTINA)

SUMMARY:

In a context in which climate change takes a prominent place in the international scenario due to its global effects (democratic and, at the same time, unequal), decarbonization has been considered an alternative in meeting the goal of keeping the global temperature below 2ºC until 2100. However, given the fact that merely mitigating greenhouse gas emissions is no longer sufficient to deal with global climate change, adaptation has taken on an important role in tackling climate change at the local level. Worldwide, some institutional solutions have been established, such as the 2030 Agenda and the Paris Agreement, which determine objectives and targets to face climate change. Bearing in mind that local territories are an important locus for the implementation of the strategies signed within the scope of these institutional agreements, it is essential to understand what local governments have been doing and / or seeking to do to meet the global goals of climate change. In this sense, renewable energies, despite their socioenvironmental impacts, are considered an outlet due to their low carbon content, and can also be configured in climate adaptation strategies, despite the little alignment with this aspect on the part of the literature. It is from this perspective that this Doctoral Thesis Qualification Project starts, which, seeking to contribute to the theoretical-analytical foundation on climate adaptation and renewable energies, has the general objective of investigating how the state of Rio Grande do Norte (in Brazil) and the Salta province (in Argentina) incorporate and implement national decarbonisation and climate change decisions while producing renewable energy, understanding how these productions fit into the perspective of adaptive capacity and meet the demands of the 2030 Agenda and the Paris Agreement . To this end, it is proposed to build an analytical model of climate adaptive capacity in interface with renewable energies in local territories, based on the empirical field delimited, based on five points: international agreements and alignments to climate and energy issues; national political-government incentives for the production of renewable energy in local territories; incorporation and effectuation of climate strategies, mainly, of adaptation in the local political-governmental agendas; climate adaptation and renewable energies; and the intersection of local government initiatives with national decisions / incentives and international agreements. The application of this model, anchored in a qualitative approach, will be possible from the cases of wind energy in Rio Grande do Norte and lithium mining in Salta, with the use of documentary research, application of semi-structured interviews and analysis of secondary data. Data analysis will be performed using the content analysis technique. In addition, the methodology of this proposal will use a bibliographic survey anchored in the theoretical-conceptual fields of Environmental Sociology, with a focus on the perspectives of the Risk Society and Climate Justice; Geography of Energy, emphasizing the discussion on decarbonization and the renewable energy issue in the context of global climate change; and Public Policies, devoting themselves to the perspective of climate and energy issues within institutions.
