SUMMARY:

The ambivalent context of the expansion of wind energy - which is projected as an alternative in the face of climate change and as an energy source for continuous production and large-scale use - arrives in Brazil driven by PROINFA in 2002. Since then, wind farms have been growing intensely, especially reconfiguring the Northeast region of Brazil. Despite the positive environmental contributions related to the low emission of polluting gases and the eventual generation of jobs, the arrival of wind farms has engendered a series of conflicting dynamics in the territories. From the evidence in the literature, we built the assumption that these conflicts are fundamentally related to issues of power, and, consequently, related to the guarantee of legitimacy over the ways of life and about the uses and the future of the territories. These conflicts, although eminently local, become visible as they form a political dispute over the territory, whether in formal or informal arenas. This dispute is the result of an organization of the local civil society itself that tensions the environmental field, and can generate a reconfiguration of power relations. When understanding that power is a structure that hierarchizes materially and symbolically the actors in dispute, we ask ourselves: in the face of an asymmetrical power relationship, how do communities manage to dispute the territory with wind projects?Thus, the general objective of the research is to understand the processes of political disputes in the environmental field regarding the implementation of wind farms in Rio Grande do Norte. For that, qualitative methodological design, based on the case study method, and data collection, carried out through interviews, simple observation, photographs, bibliographic and documentary research, are used.
