BETWEEN "DUNAS" AND "MORRO": Collective equipments and governance in Natal / RN

Natal, capital of the state of Rio Grande do Norte, in 2014, a unique event occurred for a medium-sized city, presented as Regional Capital, the municipality inaugurated two collective multipurpose equipment: Arena das Dunas, a stadium built to be the square central to the events of the 2014 FIFA World Cup Brazil in an area of high real estate valuation for the middle class; and, simultaneously, Arena do Morro, a multi-sport gym, in the neighborhood of Mãe Luiza, installed in a slum. Both equipments present characteristics of international flow involvement of renowned Architecture Offices and formation of arrangements between public and private actors in an urban territorial intervention. Thus, this research aims to understand the variations in the governance patterns of Arena das Dunas and Arena do Morro in Natal / RN. To the general objective, three specific objectives were set: a) To analyze the relations and the conduct of the interests of the participants involved in the group stage of Arena das Dunas and Arena do Morro; b) To characterize the relations of socio-spatial appropriation of the equipment in the implementation phase; c) Compare the variations in the governance standards of the two interventions implemented in Natal / RN. As a key to understanding the characteristics of planning, execution and delivery to the community - the governance - of the equipment, we will use the concept of Large Urban Projects. For these characteristics, this research should be understood as a qualitative approach and as a comparative study oriented to the case. We used for data collection to the techniques of document analysis and application of semi-structured identification, through snowball sampling, and for content analysis. of the IRAMUTEQ software. At last, this research intends to contribute to a current debate on the governance of urban policies.
