SUMMARY:

The management of solid waste is a challenge for sustainable development policy in Brazil and worldwide. Inserted in the environmental theme, it is premised on the management and adequate management of waste to minimize the immediate damage to the environment and health. The sustainable management of solid waste permeates environmental, social, economic, public health and education issues, and must converge with the idea of shared responsibility set out in Art. 6 of Law 12,305 / 2010. Law, which despite suffering a slow implementation process, due to the difficulties of States and municipalities in adapting, still presents singular and current relations with the UN Agenda 2030, even after eight years of publication. In this sense, the central objective of our master's dissertation is to understand the current scenario of the States of Paraíba and Rio Grande do Norte to achieve the goals established in the UN Agenda 2030, regarding solid waste management. The focus of the research, therefore, refers to verifying the alignment of States with the National Solid Waste Policy (PNRS), through the elaboration of State Plans and Municipal Waste Plans to achieve the goals established internationally in 2015, present in a set of 17 Sustainable Development Goals (SDGs). Therefore, the methodological procedures present a qualitative approach, following the guidelines of an interdisciplinary research using documentary research methods, obtaining secondary data on digital sites, field research with the application of semi-structured interviews, as a data collection instrument. , and content analysis. The results and discussions of this research are divided into three axes: 1. Analyze the international environmental scenario based on the 2030 Agenda, with emphasis on the Brazilian Solid Waste Policy; 2. Analyze the context of solid waste in the states of Paraíba and Rio Grande do Norte, through the approach of professionals, technicians and scholars, including their respective capitals João Pessoa and Natal; 3. Outline a critical analysis of the effectiveness of the PNRS implementation in the municipalities in view of the achievement of the goals signed through the 2030 Agenda.
