Facing the neoliberal context, the state organisation for public policy making can take into account the use of non-state actors (CAPELLA, 2008) under the broader spectrum of Governance or the specific contour of Institutional Arrangements for Implementation (PIRES, 2016). These new configurations bring the discussion of State Capacities (CINGOLANI, 2013) available for states to act on the making of such policies, given the incentives to its reduced intervention, meanwhile the recurrent emergence of market and civil society in the arena of public policy decision-making process. In the brazilian case, this discussion gathers itself to specificities regarding the interrupted state and nation development (BRESSER-PEREIRA, 2016), the decentralisation of policy execution but not its decision (ARRETCHE, 2012) and the resulting focus in public policy management within municipalities, in an attempt of locally resuming the interrupted development process through state action. While the decentralisation process granted financial resources which sustained the actions of municipal governments, those are dependent on transfers from the Federal Government, and in specific policy areas. In other policy areas, such as in policies for development, the solution encountered by municipalities is the establishment of deals and agreements, within the scope of Governance and the Institutional Arrangements for Implementation, in a local level, to promote public policies using their available state capacities. One way to locally promote development is being carried out through technology innovation policies, embodied by an specific institutional arrangement for implementation of Triple Helix (RANGA; ETZKOWITZ, 2013), adapting itself to the local brazilian context in the figure of the municipal government, market actors and institutions for higher education and research (IES). Within those policies, the process of implementation of technology parks shows itself to be the most significant in a local level, specially in municipalities outside the brazilian historical context of industrialisation, for its actions to introduce base activities regarding technology and local innovation, as well as to envolve the same three actors in the helix arrangement. However, it is questioned if the municipal governments had their capacities for innovation induced by the actions of IES, through the process of implementing the technology parks in their territories, ot if they were propulsioned by it, considering there were already capacities prior to the implementation process and those were expanded from this experience. In this way, this research aims to indentify if the State Capacities for public policy technology innovation mobilised by the municipal governments of Natal/RN, Campina Grande/PB e Recife/PE, inserted in a historic non-industrial context, were induced by the IES, through the process of technology parks implementation in their territories. For such, departing from a qualitative approach, using the methodological techniques of semistructured interviews and documental research, the research performs a case-oriented comparative study (RAGIN, 1987) between the cities mentioned aboved, in order to identify the technical-administrative and political-relational capacities (PIRES; GOMIDE, 2016) of those municipal governments which were mobilised to join in the implementation process of their tecnhology parks, intending to comprehend if those capacities were product from the built arrangement of if they were prior to its placement.
