SUMMARY:

In a scenario in which the transformations that took place within democratic systems also put institutionalized systems of social participation in check, revealing the emergence of extra-institutional participatory models, the present study seeks to understand under what circumstances, how and to what extent non-institutionalized participation has assumed the capacity to influence the change in direction of public policies. Based on the operationalization of the subordinate public sphere category, we present a case study on the experience of the Federation of Bacamarteiros of Pernambuco in the mobilization of strategies for building dialogue with the public authorities. In this scenario, we sought to identify the roles that the subjects assume in the process of articulation between society and the State, as well as the repertoire of dialogue strategies mobilized in different hegemonic spaces. The questions brought up in the research problematize the institutionalized participation paradigm, as it discusses the emergence of new spaces for dialogue between State and society and point to new understandings about who participates and how they participate.
