RESUMO:

Over the last decades, many have been the political and social transformations in Brazil. Much of this transformation is due to the Federal Constitution of 1988, which, in addition to the extension of individual guarantees, presents in its article 6 fundamental social rights, including the right to housing. The FC / 88 also brought many changes regarding Public Management, considering the decentralizing and participative character that came to assume the new federative pact. The municipalities and states, which were formerly mere executors of national planning, now have administrative autonomy. In view of this context, the present study aims to evaluate, from the beneficiaries' perception, the PMCMV projects - lane 1 and their environments, seeking to understand how the municipalities of Ceará-Mirim, Extremoz and Nísia Floresta act to guarantee the access to housing rights. As methodological procedures will be carried out documentary, bibliographical and qualitative researches. The primary data collection being carried out through the application of semi-structured interviews with political, social actors and beneficiaries of the program in the municipalities. The analysis was guided by the proposal of evaluation of public policies from a perspective of citizenship highlighted by De Mario, Laisner and Granja (2016), seeking also to identify: (1) the provision of collective services, (2) housing conditions and (3) urban mobility conditions , dialoguing with the dimensions contained in the Urban Well-Being Index (IBEU).  In addition, the IRAMUTEQ will be used to perform the discourse analysis of interviewees. Considering the importance of a participatory approach, focus groups will be held with the beneficiaries. The result of this study will allow an understanding of how those directly benefited by the program in question evaluate it, in light of the IBEU dimensions, also identifying the urban conditions of the enterprises and the way in which the municipalities act in order to provide the right to housing.
