RESUMO:

The discussion of justice in this research is based on the philosophical roots of justice as fairness proposed by John Rawls (2008), an egalitarian liberal, and the studies of Dubet (2004) and Crahay (2013), who argue for the application of principles of justice for the educational system. Based on the findings of sociology which shows that universal access to education is not enough to overcome social inequalities of origin and educational inequalities, it is necessary to introduce principles of justice as equity to guide action in schools and education policies. These theories try to think what a fair school would be, a school that, in addition to promoting access to education, seeks to reduce inequalities, incorporate elements of social justice as their guidelines in order to achieve an effective equality of educational opportunities, not simply a formal one. Based on this theoretical discussion, the research question that guides this dissertation proposal is: Do the educational policies adopt principles of justice as equity? To answer this question, a study of policy programs nationally implemented by the National Development Fund for Education (FNDE, in the acronym in Portuguese) will be carried out. The objective is to verify whether principles of justice as equity are contained in the programs implemented by FNDE. Finally, a set of programs that incorporate these elements will be select for an empirical comparative study, with a focus on the formulation and implementation of them at the local level in schools, to investigate their effects in reducing inequalities.
