RESUMO:

The division of responsibilities and actions between government and civil society gains relevance with the promulgation of the Federal Constitution of 1988 that establishes a democratizing agenda, which composes a political and social process that Brazilian society has been passing through, and democratize, to promote the universalization and democratization of public policies and, in particular, to provide opportunities for participation in decision-making processes based on a new participatory governance that focuses on social emancipation. (Frey, 2007). The expansion of participatory institutions - IPs and their institutionalization in the State are notorious, recent studies on the different institutionalized arrangements of participation and representation of civil society and interaction with state actors, have as central concern the effectiveness and / or quality of participation as a mechanism fundamental for the planning of public policies. Backed up at this juncture, the research aims to analyze the application of the National Strategic and Participatory Management Policy in SUS - Participates SUS in the municipality of Macaíba-RN. In order to identify and analyze participatory management processes and understand how the mobilization and deliberation of civil society in health policy in this municipality. Seeking to answer the following question: How does the participatory management of the municipal health policy in Macaíba take place? The participatory management processes of SUS are part of the National Policy for Strategic and Participatory Management in SUS - Participates in SUS - which guides government actions in promoting and improving the strategic and democratic management of public policies within the Unified Health System. of participation consist of management councils / councils of participative management, collegial direction, sectoral chambers, technical committees, work groups, poles of permanent education in health and sectoral health of the social movements, negotiation tables among others. (BRAZIL, Ministry of Health, 2013). The theoretical-methodological contribution adopted refers to the model presented by Coelho (2011), which describes the construction and application of a methodology developed to allow the analysis of participatory processes. The analytical-methodological model presented by the author presents strategies and weighs several variables, such as profiles of participants included in the process, deliberation dynamics, and the connections that are established between IPs and other social, political and institutional actors are raised for the purpose of to explain possible causal relations between the mechanisms of participation and the results of public policies. (IPEA, 2011, p. These spaces of social participation in SUS are important channels to foster the effective participation of civil society in the construction of innovative forms of public management, incorporating living forces of a community to manage their problems and their needs.
