The expansion of cities brought with itself the problem of disorder in urban centers, caused by the process of urbanization and population growth, which reflected in occupation in spaces of vulnerability, caused by the disparity of the misuse and occupation of the soil in metropolitan areas, and inefficient housing structures for the population, generated by the process of urban acceleration. Within the context of urbanization and metropolization processes, it is possible to observe the presence of socioeconomic inequality, which reflects the conditions of socio-economic and spatial structure in the insertion of occupations of population in urban spaces. Therefore, the production of space, economic activities, the way of living in urban spaces shows factors that can cause climate change. For that matter, the dissertation’s proposal seeks to understand how socio-occupational and spatial aspects can interfere with climate change, with the dynamics of urbanization and also with the context of MRN metropolitanization. With the objective of constructing a Metropolitan Climate Adaptation Agenda in MRN, due to the trajectory of irregular urban occupations in the region, under the necessity of ordering the territory. Seeking the accomplishment of the work, qualitative and quantitative methods will be approached with the objective to understand the urban and metropolitan dynamics, as well as, the environmental and climatic impacts through bibliographical revisions in articles, books, documents, field research, instruments of data collection from the HDI index, Demographic Censuses of 2000 and 2010, Human Development Atlas and the Socio-Climatic Vulnerability Index (SCVI). The results obtained so far show that socio- spatial occupations in MRN are the result of socioeconomic processes, which reflect on urban and climatic changes, resulting in a context of vulnerability. In conclusion, it is necessary to build adaptation and resilience mechanisms in cities, reducing the context of vulnerability.
