RESUMO:

The National Solid Waste Policy (Law No. 12,305 / 2010) regulates the socio-environmental issue related to solid waste in Brazil, since it defines guidelines, principles, instruments and attributions, mainly to local public authorities, with the objective of structuring a model Management and management based on shared solutions and actions. This issue becomes all the more compelling when one considers the context of metropolitan regions where, in the face of the ever more expressive metropolization process, it requires the elaboration of new urban, environmental and organizational arrangements for public services. The solutions to the socio-environmental problems demand the agreement between different political and social actors with a view to inserting and consolidating this theme in the agendas of the government and, consequently, to achieve the effectiveness of public policy. In this sense, the functions performed by the public decision-maker are highlighted as being the actor capable of articulating and making feasible the execution of public functions in face of local needs. Thus, this dissertation has as general objective to analyze the performance of public decision makers in the Natal Metropolitan Functional Region for the implementation of the National Solid Waste Policy, based on the definition of a common strategy for the set of municipalities, starting with the following question: How do public decision-makers in the metropolitan sphere act to implement the PNRS based on the definition of management processes shared by municipalities? Specifically, it also aims to: 1) map the existing collaborative mechanisms among the municipalities of functional MRI according to PNRS; 2) to identify the contribution of the public decision maker to the implementation of a municipal and metropolitan strategy for solid waste and 3) to characterize the municipalities belonging to the functional RMN regarding the solid waste management situation in their territories. To analyze the performance of these actors, this qualitative research uses the study of the field of public policies articulated to the Theory of Schedules with the adoption of the Model of Punctuated Equilibria as analytical method, as well as make use of the inductive method in order to provide a Greater understanding about the performance of these actors and if there is articulation between them in order to reach the effectiveness of the PNRS in the metropolitan space of Natal.
