RESUMO:

Social Assistance, instituted by the 1988 Constitution, is a duty of the State and the right of the citizen, which is carried out through a decentralized and participatory system based on a model of democratic management articulating the State and civil society in the decision-making process and in the supervision of its execution, financing and effectiveness. The managing councils institutionally assume the prerogative to materialize participation for the democratization and effectiveness of public policies, and its existence is a legal condition for the transfer of federal resources. The literature demonstrates that these institutions are consolidated for this process, but it is necessary to understand the dynamics of the functioning of the councils and their relationship with the management bodies to analyze the quality of participation and its influence in the decision-making process and the social control of the public policy. Thus, the objective of this work is to analyze the municipal councils of Natal and Parnamirim in Rio Grande do Norte based on the assumptions of theories of participatory and deliberative democracy, apprehending the analytical categories of participation, political representation, deliberative effectiveness and accountability. From the documentary research of the laws of creation of the councils, internal regiments, resolutions and management reports, as well as the participation in meetings of the collegiate and the interviews with advisers and managers, an attempt was made to undertake an analysis on how the sharing of power happens In these instances and how they influence the respective municipal administrations. The results show that the dynamics of the councils are related to the openness of management to participation and to the role of the directors in promoting debates, presenting demands and exercising social control over the actions and rendering of accounts of managers. In this sense, it was possible to perceive that there are multiple issues intrinsic to the process, mainly related to the political representation of the councilors, that influence the dynamics of the council's functioning demonstrating a still unequal correlation of forces between State and civil society
