RESUMO:

In order to conceive and implement an urban planning instrument such as the Master Plan, in addition to technical capacity and social participation, it is also necessary to understand how the public machinery works and interpret "The Management", which is basically based on the articulations and negotiations of public managers that considerably impact on the urban planning of cities. Therefore, to understand those actions and effects in a territory, this research aims at drawing a recent evaluation, between 1994 and 2007, of the urban planning of the city of Natal/RN from the perspective of politics and management. Thus, it was decided to make this choice to contribute to the diffusion of the recent history of management and territorial planning of the city of Natal/RN and, more than that, to verify the profiles and/or typologies among managers, public agents and society during the drafting and implementation of a master plan; chiefly, to investigate the entire historical and political process between 1994 and 2007 plus the important administrative and management transformations that took place during that period. In this context, the two post-constituent master plans – one from 1994 and the other from 2007 – of the city of Natal/RN were chosen as the object of analysis of this research, considering that the municipality followed suit the urban policy of other Brazilian cities. However it appeared aspects and peculiar political issues that had a strong impact on urban planning and management of the city. Methodologically, documentary and bibliographical research will be done, being separated for archival processing between themes, images and specific moments in the history of urban planning and urban management of Natal; as well as an explanatory research with historical procedures in order to identify factors of operation and inoperability of the planning from a retrospective; and the field research, which will be done through interviews with open questions to about 10 actors – among mayors, secretaries, technicians and society – that stood out in the processes of implementation of the two master plans in Natal/RN. In fact, the research does not aim to find closed answers. Nevertheless, it intends to contribute to the history of local planning and management, and to reveal the main difficulties faced during the entire political-administrative process of conceiving and implementing a Master Plan. Finally, this research also aims to influence reflection and academic debate, so that other researchers at the national level may study the Master Plan from an institutional, political, historical and more humanistic perspective, and not only as a gross, technical and bureaucratic instrument.
