RESUMO:

The Potiguar Milk Program (PLP) is a public policy with more than 30 years of execution in Rio Grande do Norte and was designed to be a program to combat malnutrition and to encourage dairy farming. Over the years, the program has undergone various institutional arrangements that systematically favored large producers. The program is also marked by a lack of clear rules, which has led to a series of distortions ranging from institutionalization of the intermediary by milk processors, to cases of corruption and misappropriation of funds. However, paradoxically, PLP is seen, uncritically, as a salvation for the RN dairy. A new 2015 decree changed the PLP rules and included family farming explicitly as a source of milk for the program, thus being necessary to have a historical look at the main developments of this program in the RN. The fact of family farming be explicitly included as a milk supplier caused reaction of the unions of large producers, who immediately alleged that one category would not be able to supply milk regularly for the program, on the other hand, the social movements, linked to family agriculture in RN, celebrate the new format of the program, claiming that it was already an old agenda. In view of the presented facts, this work aims to investigate the productive potential of fresh milk in family farming and the limits of the insertion of the category in PLP. The focus of this study will be the territory of Seridó Potiguar, a region with a tradition in milk cattle to the point of having a diagnosis of its milk basin. For this purpose, secondary data collection was performed, besides documentary analysis and bibliographic study with the intent of defining which the crucial changes are in the institutional arrangement of the program. It is also intended to collect primary data through field research with questionnaire application and interviews with key actors. In addition, a literature consultation will also be realized to reconstruct the history of the family farmer category creation, to discuss the relevance of institutional markets for family agriculture, and the emergence of the market in the capitalist system. With this, it is hoped to determine the problems of family agriculture to supply milk to the program, to understand the institutional arrangements that guide the program, and to contribute to an improvement in its execution in the state.
