RN SUSTENTÁVEL: AN ANALYSIS IN THE LIGHT OF NETWORK THEORY

The main objective of this work is to promote an analytical study of the RN Sustentável program through the visualization of the Networks developed by the actors involved in this Project. The focus recently was on perspectives aim at the study of the relations existing in the political process, such as those that specifically focus on the links (and their weights) of the actors involved in the policy arena, wich is the case of Policy Networks; In addition, it is also noted that the internal policies of countries are increasingly influenced by international policies and interdependence between countries. International agreements, conventions, loans through supranational entities such as the World Bank guide the measures (public policies) to be taken by governments. In fact, from the post-WWII, when IBRD and IMF were created, these agencies came to play great political, economic and financial influence with global reach. In the Brazilian case, agreements have been signed with the Bank, the focus of this work, since 1949 and more than US $ 44.8 billion have been financed for government projects, which makes Brazil the Bird's largest partner. The focus of this work is the last contract signed between this institution and the State Government of Rio Grande do Norte, the RN Sustentável Project, which, in turn, is exactly in the perspective of multiple actors - private, public and supranational - Evolved in the elaboration and implementation of Public Policies. The development of the RN Sustentável Project is therefore questioned to observe how the existence of these networks affects this program, either by altering the policies developed, by helping to achieve them, or by compromising the measures Planned, or for being government-mediated. Exploratory typology research will be carried out based on bibliographical research, documentary research and case study.
