RESUMO:

After the promulgation of the Federal Constitution of 1988, a vast institutionalization of spaces for the exercise of social participation was initiated in Brazil, including, for example, the emergence of public policy management councils; the creation of participatory budgets; the holding of conferences and forums and the forecast of democratic management of cities in the municipal master plans. Recently, the question of the representativeness of actors acting on behalf of civil society on the boards of public policy has been much discussed. Such questions are related to the legitimacy of these actors to act and, consequently, to influence the deliberations and the decision-making processes in the participatory instances. In this way, the study and understanding of this representation becomes essential, in order to face spaces that extend political representation beyond the electoral model. In the sense of the foregoing, this research will discuss the political representation exercised by civil society in the Municipal Health Council of the municipality of Natal. The objective is to investigate the exercise of political representation of civil society in the Municipal Health Council of Natal, from january 2010 to december 2016. The research is based on the hypothesis that the representation of civil society maintains its decisions independent of its representation base,  contributing to the distance between representatives and represented. In order to carry out the proposed study will be adopted, as methodological strategies, the institutional design analysis; the conduct of semi-structured interviews with the municipal health councilors of Natal, who exercised representation between 2010 and 2016, and their respective organizations/institutions; and, finally, documentary analysis of administrative acts will be adopted as a way of understanding the influence of representatives of civil society on the decisions of the Council.
