THE BASIC SANITATION IN THE METROPOLITAN REGION OF NATAL AND ITS CONTRIBUTIONS FOR THE PROMOTION OF EQUITY AND SOCIAL JUSTICE THROUGH THE UNIVERSALIZATION OF THE SERVICES, CONSIDERING THE SUSTAINABLE DEVELOPMENT GOALS - ODS
BASIC SANITATION;METROPOLITAN REGION OF NATAL;PROMOTION OF EQUITY AND SOCIAL JUSTICE
The objectiveistoverifyifthepublicpolicyof Basic Sanitation in theMetropolitanRegionof Natal hasbeenfollowingtheguidelinesoftheuniversalizationofservicesandthepromotionofequityand social justice, consideringtheSustainableDevelopmentObjectives - Millennium Goals, item 6 dealswith "Ensuringtheavailabilityandsustainable management ofwaterandsanitation for all". The institutionalmetropolis, formedbythefourteenmunicipalitiescurrentlyincluded as membersof RMN, does notconstitutetheresearchuniverseduetothefactthatthereis no consistency in theintegrationofallthemunicipalities in relationto Natal. For thisreason, thephysicalspaceofthestudycomprisestheterritoryofthefunctionalmetropolis, withsixmunicipalities: Natal, Parnamirim, São Gonçalo do Amarante, Extremoz, Macaíba and Ceará-Mirim. The researchisdelimited in a temporal scopeoftwentyyears, beginningwiththeemergenceoftheMetropolitanRegionof Natal, byStateComplementary Law 152, dated 01/16/1997, andconclusion in theyear 2017, highlightingthefactthattheentryofthe new regulatory framework for basicsanitation in Brazil, Federal Law 11.445, dated 05/01/2007, thusbecominganimportantwatershed in thisperiod. For thepurposeoftheproposedresearch, it isintendedtoestablish a focusonwatersupplyandsewageservices, consideringalsothebasicsanitation in its builttechnical networks, involvingphysicalworks, as well its planning (Publicprosecutor's office, StateCourtofAuditors, Legislative Assembly and Municipal Councils) and horizontal (thesocietyitself) withinthatterritory.
