Social assistance, established by the 1988 Constitution, it is a duty of the state and a citizen's right. It is done through a decentralized and participatory system from a democratic management model in order to articulate the state and civil society in decision-making and monitoring its implementation, financing and effectiveness. The management councils institutionally assume the prerogative to materialize the planned participation in the political and administrative decentralization to democratization and effectiveness of public policies. The literature shows that these institutions are consolidated as necessary for this process, but it is necessary to understand under what conditions the working of the councils and their relationship with the governing bodies of social assistance has contributed to the construction of a democratic, participatory and transparent. Thus, the aim of this work is to understand the working of the municipal councils of social assistance in the light of a democratic and participatory municipal management of public policies. To conduct the survey will be analyzed municipalities Região Metropolitana de Natal due to it being composed of municipalities of all the ports in Rio Grande do Norte according to the criteria of the IBGE and SUAS thus contemplating a diversity and heterogeneity of contexts in the implementation of social assistance the perspective of democratization and effectiveness. Based on theories of participatory and deliberative democracy, as well as in discussions of accountability, information about institutional design, deliberative effectiveness and representation will be reviewed in anticipation of realizing that the quality, effectiveness and influence of the municipal councils in democratic management and participatory social assistance. |
