RESUMO:

Workers of the Brazilian rural areas have historically been excluded from many public policies. For decades, these workers did not receive benefits from the loss of work capacity, such as Social Security, and even insert attempts when not surtiam the desired effect, benefiting rural workers of incipient and partial form. Only after the 1988 Federal Constitution, and the Laws of Cost and Benefit of Social Welfare (Law 8212 and 8213 1991), the social security benefits could be extended to a more universalist workers from rural way. As a result of this "opening" of social security benefits, there is an increase in government spending on pensions, but in addition, the direct impact on the lives of retirees was significant. The improvement in the quality of housing, the transition from dependent status to provider within the household, increase the income of families and rural retirees and improving the productive capacity of the facilities are just some of the benefits. Moreover, much has been studied about the redistributive impact of rural pensions, transferring income from economically richest regions of Brazil to the north and mainly to the Northeast. As well as the weight that such transfers have represented in the economy of small towns, especially in this region. The state of Rio Grande do Norte, has one of the highest percentages of beneficiaries of the Rural Social Security on the total population, compared to other states in the Northeast. In addition, most retirees this segment in the state, are in small municipalities that do not exceed twenty thousand inhabitants. With this information this study aims to investigate the weight rural pensions account for 19 micro-regions of Rio Grande do Norte between the years 2010 and 2015. For this, a quantitative approach is used, comparing data from the Rural Social Security, obtained by the Access to Information Act (12,527 / 2011), with other secondary data on micro-regions, such as the Participation Fund of the Municipalities (FPM), Gross Domestic Product (GDP) and salaried staff. Using too, Census 2010 IBGE data, will be investigated the conditions of the retired households within the micro-regions of the state, in order to realize potential differences between these and the residences of rural areas without rural retirees.
