In the last decade (2000-2015), the Rio Grande do Norte stands out in the domestic wind renewable energy scenario. Justifications for wind farms facilities in Potiguar territory since pervade the discussion of environmental sustainability to regional development. The discourse about development, this paper seeks to answer the following starting question: How expressed socioeconomic dynamics of wind energy matrix in the Potiguar municipalities that make up the coast of Costa Blanca from Rio Grande do Norte? The coast of Costa Blanca Potiguar revealing as a region of great Potiguar wind potential and at the same time with different socioeconomic problems. The main objectives that guide this work deal in: develop a theoretical discussion on economic, sustainable and regional development; understand how the Wind Energy is within the context of development in both economies have developed and the periphery; analyze the development and qualification of the socioeconomics of the Costa Blanca coastline municipalities from the implementation of wind farms; identify how and / if the format of the investments of wind farms in the state has the ability to leverage their economic development. To better understanding how it manifests the socioeconomic dynamics of a peripheral region. Adopted as a methodological platform historical-structuralist research method. In this paradigm, the historical facts change the social, political and economic structures. The main hypothesis, and assumed that the movement of investments in Potiguar wind leads the strengthening of local inequalities, since the dialogue between these little economic activities interacts with the regional dynamics and accelerates haphazardly urbanization process exacerbating social problems existing. Finally, it is appropriate to work on screen the recent deployment of movement of new sustainable energy matrix in environmentally peripheral regions with incipient productive structures and weak social indicators. Thus, it is worth investigating as a new productive activity with high investments developed in regions that have historically sustained limited productive results.
