SUMMARY:

This research is dedicated to the study of the political and institutional participation of community representatives of civil society before City Council (Conselho da Cidade - Concidade) and Municipal Council for Urban Planning and Environment (Conselho Municipal de Planejamento Urbano e Meio Ambiente - Conplam)Concidade (por extenso) and Conplam (por extenso) in the regulatory process of the Environmental Protection Zone 9 (ZPA-9 (por extenso). Methodologically, the present investigation is an empirical case study, with deductive, exploratory and predominantly qualitative approaches. The analysis of the factors conditioning participation involves aspects related to the historical processes in the establishment and territorial consolidation of Natal, changes in macrozoning in the territory already established until the Master Plan of 1994 (external constraints), and the construction of participation in the municipality of Natal to until the institutionalization of their public policy councils. In addition to these aspects, which have contextual and historical perspectives, the investigation deepens and compares the institutional designs and participatory processes of Conplam and Concidade in the regulatory process of the ZPA-9. For these stages, bibliographic and documentary
analyses are used. The perception of community representatives of civil society about the regulatory process of the ZPA-9 is the last stage of the research. The semi-structured formal individual interview is the instrument for data collection. In addition to the socioeconomic profile and participatory process, the interview addresses issues related to the institutional design of the Council, the ZPA-9 and its protection, and the participatory profile. Among the expected results of the research, it is intended to improve the process of the participatory process in Conplam and Concidade, in order to provide agility in the regulation of the ZPA-9 and the other Environmental Protection Zones, which have not yet been regulated.
