SUMMARY:

Thinking about development in the context of the Brazilian semi-arid region presupposes understanding water security policies, democratization in the distribution and access to quality water, as well as food security for families living in this region. The present research sought to analyze the main impacts of public policies of coexistence with the Semiarid region. The question that guided the study in question was structured as follows: how do social technologies for rainwater harvesting drive the development of family farming in the semiarid region of Potiguar? To this end, the analysis will be centered on these two programs: the One Million Cisterns Program (P1MC) and the One Land and Two Waters Program (P1+2). The main objective is to analyze how the social technologies of rainwater harvesting have favored access to water and food and, consequently, reflected in the food security of the beneficiary families. The thesis will be organized into four main parts: the first deals with the theoretical and methodological aspects of the research (Introduction, theoretical foundation and methodological aspects). The other parts consist of the elaboration of three articles whose purpose is to reflect the specific objectives of the research. Thus, the first article, entitled “Do you have a thirst for what? The Cistern Programs in the Brazilian Semiarid Potiguar as Development Devices" aimed to analyze the evolution of the process of implementation of the Cistern Programs in the state of Rio Grande do Norte, pointing out the possible implications of the dismantling of this policy for rural families in the semiarid of Potiguar. The second, “P1+2 and (in) food security in the northeastern semi-arid region”, sought to understand how P1+2 expanded access to water and food, and how this is reflected in food security and in the different forms of freedoms. of the beneficiary families. Finally, the article “Beyond food security: the policy of cisterns in the context of the Semi-arid Potiguar from the perspective of coloniality/decoloniality” aimed to reflect on how this program promotes decolonial processes based on access to water and food. and, consequently, contributes to the food security of the beneficiary families The research was carried out in the Sertão do Apodi Territory, in the State of Rio Grande do Norte (RN), mainly due to the breadth of such Programs in this Territory. As a methodological resource, a review of literature and documents was carried out, as well as interviews with representatives of the executing units of the Program and with 42 beneficiary families. The analysis was made from the approach of capabilities developed by Amartya Sen, and coloniality as treated by Maldonado-Torres (2007) and Castro-Gómes (2012) among others. The study presents an interdisciplinary approach as it mobilizes readings and reflections from different areas of knowledge (Sociology, Geography, Economics and Environmental Sciences). All with the same content of relevance, distancing themselves from a possible epistemic hierarchy. It was evidenced that the rainwater harvesting policies, P1MC and P1+2 contribute significantly to access to water and food, successfully contributing to the sovereignty and food security of the beneficiary families, as well as to the expansion of your capabilities. They are, therefore, important devices of freedom and instruments of decolonialities. The research is relevant, as it presents the importance that these social technologies of rainwater harvesting represent for democratic access to water and food, as well as denouncing the negative impacts that the discontinuity of these policies represents for the food security of family farmers in the semiarid. Furthermore, the present reflection may become an instrument capable of awakening civil society and organizations to dialogue with the State, with the aim of making visible, to current public managers, the importance of these programs for the development of a more sustainable semiarid.
