RESUMO:

The objective of this research is to analyze the socio-environmental sustainability of the Área de Proteção Ambiental de Jenipabu - APAJ. The study is divided into two parts: one of medium scale, where was made analysis of the management instruments and the spatial distribution of all conservation units-UCs located in Rio Grande do Norte; and another on a macro scale, where the main socio-environmental conflicts and the management effectiveness of APAJ were investigated. This part also includes the proposition of a system of indicators to measure the sustainability of the APAJ. The methods used were the systemic and dialectical and the methodological procedures involved: Field surveys, application of questionnaire and form, aero photogrammetric mapping using unmanned aerial vehicle - VANT (drone), temporal analysis of aerial images, assembly of a geographic information system-GIS and use of techniques descriptive statistics. The data obtained in medium scale indicate that of the 27 UCs located in the state, 12 have management council and eight have a management plan. The marine biome has 173,183 ha of protected area and the Atlantic forest has 89,587 ha. The Caatinga biome has 43,565 ha of area protected by UCs, less than 1% of its territory. Therefore, the Caatinga should be the priority biome for creating and effecting protected areas. In relation to the results in macro scale, seven types of socio-environmental conflicts were identified in the APAJ, being the main one the irregular occupation of the fixed and movable dunes fields by residences and commercial real estate. Besides, its implementation did not lead to the territorial reorganization of the area. Regarding the effectiveness of management, the APAJ has an Average effectiveness level of 42.25%, however, very close to the low effectiveness level. The results of the research suggest a future pessimistic scenario with possible reduction in the degree of effectiveness and sustainability, especially in the environmental dimension, if no measures are taken to increase financial and human resources, planning and strategic management, implementation of monitoring and supervision tools of the management plan.
