RESUMO:

Coastal areas represent a major challenge for the Brazilian management. In the coastal region are numerous socio-economic pressures, especially for being an area with high population density, characterized by peculiar dynamics. These areas can be highlighted the rapid and disorganized urbanization process leading to severe degradation of natural resources, jeopardizing the socio-economic sustainability and environmental quality of the population. As a contribution to the management of coastal areas and dealing, for example, the impacts of climate change, the Brazilian legal framework presents some important tools. Initially, the Integrated Coastal Zone Management in Brazil was incorporated by the National Program for Coastal Management (GERCO), formulated by the Interministerial Commission for Sea Resources (CIRM) in 1987 in order to lay the basis for action planning and integrated, decentralized and participatory management of the coastal zone. Brazil's 1988 constitution stressed in his art. 225, the coastal zone as a "national heritage", featuring the region as of particular interest to the Union yet in 1988, instituted the Law Nº 7.661 (National Coastal Management Plan - PNGC), which aims "guide the rational use of resources of the coastal zone, in order to help raise the quality of life of its population, and the protection of their natural heritage, historical, ethnic and cultural. " At the level of states there is also the State Coastal Management Plan (PEGC). These plans are developed by the Coastal Collegiate, state representation groups, municipality and civil society organizations, whose role is to discuss plans, programs and actions for Coastal Management, emphasizing the participatory process. The goals and guidelines established in the State Plan must be implemented at the local level by the Municipal Plans for Coastal Management. In this perspective, for triggering proposals associated with the best planning practices and integrated management tools with public policies that prioritize the conservation of the environment, understanding the true dimensions of the environmental problem it is necessary. Therefore, it is very important to understand how society itself sees its interference in the environment where they live and how to understand this relationship. The qualitative study of environmental perception and social construction of risks and dangers can therefore be the instrument that enables this understanding. Given the above, this study aims to establish an environmental assessment based on the main issues related to environmental vulnerability of coastal areas in the municipality of Areia Branca, RN, taking into account the perception of the affected population, the opinion of public officials, the analysis of applied public policy and the situation of environmental sustainability of the areas in question. Therefore, the methodology applied to this study is based on qualitative research through document analysis report "25 Years of Coastal Management in Brazil" aiming a reflection on the main challenges and expectations faced by coastal management throughout the national territory; and interviews content analysis conducted with public officials and residents of the areas under study. In addition, it will be applied the PEIR (Pressure-State-Impact-Response) model to present statistics and data of environmental issues and sustainability of the study area.
