SUMMARY:
The media has been occupying a central position in Brazilian politics, facilitated by government communication advisories, which have reproduced political, administrative, or merely governmental discourses, in the institutional news content production. In this context the dissertation attempts to understand how the Government Communication Office has reproduced the discursive practices in the institutional communication processes, to contribute to effective Public Communication. It is hypothesized that the communicative praxis reproduced by governmental communication advisory offices has developed a more institutional communication, aligned to the political interests of the government, limiting its contributions to develop a democratic communication, which prioritizes the public interests and encourages the exercise of citizenship in the construction of the public discourse. Therefore, the study aims to analyze the news published on the government portal, to identify the type of communication predominant in the media discursive practices of Assecom/RN, from Discourse Analysis and theoretical perspectives of the field of Public Communication. The research is fundamentally qualitative, as it is characterized as an analytical and descriptive-exploratory study, which develops a French-line Discourse Analysis, grounded in Pêcheux (1975, 1988, 2009), Maingueneau (1984/2015), Orlandi (1989/2012), Brandão (2004, 2012) and Fiorin (2012), as well as establishing theoretical relations with the making public communication, under the conceptual perspective of Zémor (1995), Duarte (2006, 2007), Brandão (2007) and Matos (1999). The analysis of the results empirically verifies the democratic contributions of the government communication advisory, in the production of meanings of their discursive and inter-semiotic practices, constructed in the narratives of the published news.
