SUMMARY:

The research developed aims to identify whether there are and how specific communication campaigns are offered, or not, to venezuelan refugee populations, with a view to understanding the institutional behavior of official bodies responsible for health campaigns in relation to these refugees. Emphasis will be given to the pandemic caused by the new coronavirus. We take into account the sociocultural aspects that permeate the migration context and how the Secretaria de Saúde do Rio Grande do Norte, as well as the Ministério da Saúde (representing Brazil) have behaved in the perspective of meeting the demands that arise within the presence of these populations in brazilian territory. In addition to surveying these actions, we will carry out our investigation from the perspective of Critical Discourse Analysis, by Van Dijk (2018), which takes into account how the power relations present in the media discourse are capable of perpetuating asymmetric relations. As it is a group with limited and minority access to basic services, compared to citizens born in the country, we also reflect on the very notion of citizenship (SANTOS, 2020) that the value of the citizen is linked to his place in the territory.
