SUMMARY:

Health has international and national recognition as a human right, but there is an understanding of the difficulty in guaranteeing this right, especially when related to its financing. With this, the question is: is the health financing system in Brazil adequate to the financing rules established from the human rights perspective? From this perspective, the objective of this work is to analyze the public financing of health in Brazil from the perspective of human rights. For the proposed objective, the international pacts that Brazil is a signatory and the CF88, as well as researchers who study the theme, were triggered. The database was removed from SIGA BRASIL (Budget) and Banco Central do Brasil (PIB) on the period 2001-2019.
