PANDEMIC AND EMERGENCY AID IN 2020: THE EFFECTS ON INTRAREGIONAL INCOME DISPARITIES IN THE NORTHEAST FROM THE DECOMPOSITION OF THE GINI INDEX

The issue of income disparities in the Northeast is not something new, the Northeast is a heterogeneous region, formed by nine states: Alagoas, Bahia, Ceará, Maranhão, Paraíba, Pernambuco, Piauí, Rio Grande do Norte and Sergipe (Carvalho, 2001). ). This heterogeneity has its origin in the processes of human and economic occupation, and it is possible to highlight, according to Araújo (1997), several divergent socioeconomic subsets within the region. In 2020, a pandemic emerged, known as the New Coronavirus pandemic, which shook the world and the country and also had repercussions in the Northeast, leading to the need for a set of measures, including social isolation to prevent the proliferation of the virus, which resulted in an economic and social crisis. According to Trovão and Araújo (2020), the coronavirus crisis has shaken all segments of the labor market, both formal and informal work. The present dissertation aims to analyze the impact of the pandemic in 2020 and the importance of emergency aid for the inequality of per capita household income (RDPC), measured by the Gini Index, for all states in the Northeast region. To carry out this study, the Gini Index is calculated, as well as the decomposition of this index from its various sources of income, based on the methodology presented by Hoffman (2009).

To achieve this objective, the monthly microdata of the National Household Sample Survey - PNAD COVID19, for the months of May 2020 to November 2020, and the annual microdata of the National Household Sample Survey were used as a data source. Continuous - PNADC, for the years 2019 and 2020, from IBGE. It seeks to understand the trend observed for income disparities in the Northeast and individually in the nine states that compose it, with the presence of the coronavirus pandemic. It is also intended to observe the role of Emergency Aid implemented in 2020 in mitigating these disparities. It is noticed that there is more than one program for income maintenance in the 2020 pandemic period, but the choice made for the present work was to focus on the analysis of Emergency Aid, implemented by provisional measures and which included informal workers, individual microentrepreneurs (MEI) and beneficiaries of income transfer programs such as Bolsa Família (PBF).

Based on the results obtained with the microdata from the PNAD COVID19, with the presence of emergency aid in 2020, there is a first trend towards a reduction in income inequalities in all the states of the Northeast and, at another time, a reversal of this movement. The first trend is related to the implementation of the program and the payment of the first five installments in the amounts of R$ 1,200/R$ 600; the second occurs, in a generalized way, after the reduction of these values to R$ 600/R$ 300, as of the month of September. Already with results obtained by the PNADC, the Northeast and the states can be observed at two different times: the first in the pre-pandemic year of 2019, and later in the pandemic year of 2020. These data reveal a drop in the Gini Index throughout the entire region. Northeast region between 2019 and 2020, also highlighting the importance of Emergency Aid in this process. In addition, they demonstrate the growth of progressivity for the Gini of incomes associated with Social Protection, in the Northeast and in most states in the year 2020.
