SUMMARY:

The globalization has been configured in large scale transformations. Its processes have indicated the imposition of flows and networks and discontinuities or fragmentations of spaces, in addition to new interpretations on the regional issue. The evidence of intra and inter-regional disparities has brought to light the unequal development promoted throughout the 20th century. From this perspective, one observes the complexity of what is city and what has been transformed under the aegis of the transformations promoted by the human being and the capital. The cities, especially the medium-sized ones, from then on, gain new roles in contemporary spatial logic by expanding their multiescalar articulating role of the territories. In view of this, the general objective of the present work is to analyze if the medium-sized cities of Ceará promote development in their areas of regional influence in a multiescalar perspective. The methodology has a bibliographic basis, making use of exploratory and descriptive methods with quali-quantitative analysis. The period of analysis comprises the two decades of the 21st century. The research locus is the state of Ceará. The classification and criteria established to select the medium-sized cities comprise the population range of 75,000 to 500,000 inhabitants, having as a guiding hypothesis the existence of medium-sized cities with lower population numbers and with sufficient capacity to perform the same functions as a medium-sized city classified by IBGE such as Picos-PI and Pau dos Ferros-RN. Therefore, 11 cities were selected: Canindé, Crateús, Crato, Iguatu, Itapipoca, Juazeiro do Norte, Quixadá, Quixeramobim, Russas, Sobral and Tianguá. The idea is to understand, from the productive structure of these cities, their urban-regional and economic influence, fostering regional development. Moreover, despite Caucaia, Maracanaú, Maranguape, Pacatuba and Aquiraz contemplating the established criteria, they will not be in the scope of this study, since they are inserted in the Metropolitan Region of Fortaleza, which presents a strong concentration of the productive structure of the State and, to the detriment of this, they do not exert intrinsic characteristics to the medium-sized city.
