SUMMARY:

The dynamics of economic activity and the structural transformations that capitalism has undergone throughout the 20th century have affected and modified labor relations, with strong consequences for workers. The changes arising from processes such as economic-financial globalization and the productive restructuring of the 1980s and 1990s have had an effect on the structure and labor relations, especially with regard to informal activities in the economy. In the case of Brazil and Argentina, in addition to the above, the historical characteristics of the economy and labor market of these countries, marked by economic and social exclusion and heterogeneity, which conditioned and made informality and its perpetuation as one of the main challenges of these societies. In this context, the present study has the general objective of analyzing the question of informality in these countries, through a conceptual perspective - since the phenomenon is understood from different theoretical frameworks - and historical - comprising the main transformations occurred within the scope of labor market throughout its formation until its recent reconfiguration based on reforms and changes promoted by public policies in labor relations and legislation. To this end, an effort is also made to map the phenomenon of informality in the 21st century, in these two countries, based on information provided by official household surveys such as the Pesquisa Nacional por Amostra de Domicílios Contínua (PNAD Contínua), for the Brazil, and the Encuesta Permanente de Hogares Continua (EPH Contínua), for Argentina. A special focus will be given to the period from 2012 to 2019, a time when there are different subperiods of economic dynamics combined with changes in labor legislation through reforms that sought to expand the flexibility of labor relations. The objective is to determine the impact of these reforms on the labor market, as well as the economy, especially since such reforms are proposed under the justification of acting as a necessary instrument for the recovery of economic activity and for the creation of jobs through a reconfiguration of the labor market that would benefit the issue of informality, by reducing the weight of employment associated with this condition.
