RESUMO:

The present dissertation deals with the process of formation of the productive structure of clothing articles in the Agreste region of the state of Pernambuco, more specifically, based on its genesis in the municipality of Santa Cruz do Capibaribe. The paper seeks to describe the formation of this productive arrangement, which had as its predecessor the productive structures of sugar cane, livestock and cotton, which unfolded the foundations for the productive culture of the textile sector in the region. It also deals with the chain of events that allowed the textile industry to prosper in Santa Cruz do Capibaribe, associating its development with the development of the industrialization process that took place in Brazil in the 1930s, based on a series of actions that would promote the formation of a national industry, giving the bases for the so-called "Developmentalism". In this way, the state would become an important promoter of an effort aimed at favoring industrialization, commencing, initially, a process concentrated in the southeastern region of the country. In this context, regional development policies are born, as an effort to deconcentrate production and disseminate the country's industrial growth to other regions, such as the Northeast, based mainly on the stimulus promoted since the creation of the Northeast Development Superintendency, which resulted in measures to support public and private investments in some areas. These conditions would collaborate decisively to consolidate and expand the productive structure of garments in Agreste of Pernambuco, with policies to support producers in the concession of advantageous financing for the acquisition of machinery and equipment, as well as raising the income levels of the working population of the Northeast . Thus, creating a more powerful consumer market able to absolve the production of the fashion articles of Santa Cruz do Capibaribe, whose productive expansion fostered the productive overflow to surrounding cities, giving rise to the so-called Polo de Confecções do Agreste de Pernambuco. It is a descriptive research, which sought to describe the set of historical events that contributed to the formation, expansion and consolidation of the productive field field of study of this work; Explanatory, when seeking to relate the events that will be described, with the explanations offered by the knowledge framework of the economic sciences; Bibliographic, whose set of works and authors used, constituted the main support base for the construction of the narrative proposed in this work; and is a Case Study, since its main objective is to treat and analyze a specific environment, the Polo de Confecções do Agreste of Pernambuco, with greater focus for the municipality of Santa Cruz do Capibaribe, a precursor city in the production of products that today make up this productive arrangement.
