RESUMO:

In trying to analyze the problems that occur in Brazil in a more pragmatic way, we can observe that there is a specific problem that accompanies it from its most distant past, from its colony period, which is the reduction of regional inequalities. Although it is the goal of many governments, and is described in the Constitution of 1988, regional inequalities are still and become one of the biggest impediments to the country's development process. Bacelar (1999) began the debate about the necessity, the possibility and the relevance of establishing and implementing a National Policy of Regional Development in Brazil as early as the 1990s. Being a national policy made by the federal government, which deals with development with a territorial bias, in the search to reduce regional inequalities and to activate the development potential of the Brazilian regions, exploring the immense diversity that is observed in that country. With this the PNDR tries to seek the dynamization of the regions, and thus a better distribution of productive activities in the territory. In a way, the PNDR will act in regions that are not interested in market players, valuing only their diversity, and focusing on income inequality and territorial expression. In this way the present work will make an analysis of the recent scenario and how were constituted the main mechanisms of fiscal incentives with an amplified look for the Northeast region.
