RESUMO:

The study deals with the history of the trade in the Northeast insertion in the international market, considering three distinct periods, which comprise the years of the first mandate of the governments of Fernando Henrique Cardoso (1995-1998), Luiz Inácio Lula da Silva (2003-2006) and Dilma Rousseff (2011-2014) and aims to identify possible changes in this trajectory from their export list. Specifically looking to identify any changes in relation to the main goods exported, according to aggregate factor as well as their main destinations. Therefore, the adopted procedures were: (i) literature review using some authors whose research contributed to the understanding of the commercial integration process as well as those who discourse on the trajectory of the Brazilian economy, in order to grasp how it has been built the internationalization process of the Northeast production; (ii) reviews of data on Brazil's trade balances and the Northeast Region, provided by the Ministry of Development, Industry and Foreign Trade, through the Secretariat of Foreign Trade - MDIC / SECEX, which aims to verify the participation of the Northeast in Brazilian exports. (iii) collection of data relating to foreign trade of the northeastern states, from the information provided by the Ministry of Development, Industry and Foreign Trade, through the Secretariat of Foreign Trade - MDIC / SECEX, in order to verify if there was any change in structure of trade balance of these in selected years. (iv) systematization of data and analysis of results. The analysis of data shows that due to the great heterogeneity of the northeastern states it’s noted that each state has distinct characteristics in relation to exported goods, since the commercial integration depends on a number of specific factors such as raw material, labor, work specialized infrastructure, logistics, among others. However, in general the composition of the export basket of the northeastern states demonstrates a relative permanence of goods with low added value, such as agricultural and industrial commodities. Moreover, the main destinations of the products are developed countries. In short, understanding the commercial internationalization of the northeast region’s production is fundamental to the guidance for the design of instruments and / or policies for the region’s development.
