SUMMARY:

This paper aims to analyse the Connected Education Innovation Programme (PIEC) in the capital of Rio Grande do Norte, especially its implementation in 2017, regulated by Law No. 14,180 of July 1, 2021. In this sense, the following question is posed: based on what was established in the programme guidelines, how was this public policy of Connected Education implemented in the municipal schools of Natal, Rio Grande do Norte (RN), in basic education, in the period 2017-2021? The methodology is predominantly qualitative in nature, relying on documentary analysis, semi-structured interviews and content analysis. The empirical field will consist of municipal schools in the capital of Rio Grande do Norte and the main interlocutors will be managers, organisers and the coordinator of Connected Education (National Union of Municipal Education Directors) UNDIME/RN. In order to develop the empirical research, we chose to carry out an analysis of the implementation of this programme in three municipal schools, precisely in the North, West and South zones of Natal, in the 2017-2021 timeframe. As for the selection criteria, we took into account four aspects: the three schools were located in different areas; in different socio-economic contexts; also the size, number of students enrolled in 2022, one being large, one medium and one small; and finally, they had different IDEBs, without a proportional relationship between the number of students enrolled and the IDEB data. Given what has been observed, the main hypothesis is that this is a highly beneficial programme, especially in terms of digital inclusion in basic education, even though its implementation has not been fully successful.
