AN ASSESSMENT OF THE EFFECTIVENESS OF THE 'MINHA CASA MINHA VIDA' PROGRAM (CATEGORY 1) IN THE CITY OF RECIFE (2009-2023)

Housing as a product is regulated by market forces in a capitalist system. The high cost of this product hinders its acquisition by the lower-income classes, leading them to address the issue through self-construction in underprivileged areas lacking infrastructure, resulting in substandard housing. It becomes a political problem when the value of the housing product exceeds familie's ability to pay, prompting public housing policies to contribute to mitigating the housing deficit resulting from the mismatch between income and product value. The "Minha Casa Minha Vida Program” (My House My Life - PMCMV) is one such policy, and as a public policy utilizing limited public resources, it requires evaluation by both the government and civil society. This research aims to assess the effectiveness of a housing public policy (PMCMV) in the most unequal capital of Brazil, the city of Recife (2009 to 2013), based on the perceptions of its beneficiaries. To achieve this, it employs a qualitative methodology, including literature review and documentary research (secondary data); non-participant observation, image recording, and semi-structured interviews directed towards program managers and beneficiaries (primary data). Primary data will be interpreted based on Categories and Elements of Analysis that pertain to the impacts of housing products.
